An Alternative Report Submitted to Committee on the Elimination of Racial Discrimination

This report is an assessment of the People’s Republic of China’s (PRC) compliance with the Convention on the Elimination of All Forms of Racial Discrimination (CERD) with respect to the Tibet Autonomous Region (TAR) and other Tibetan areas in the provinces of Qinghai, Sichuan, Gansu and Yunnan.  Despite claims of progress made by the PRC in its state party report, PRC’s policies and practices have perpetuated persistent discrimination and marginalization among Tibetans, which has, in turn, contributed to violations of various other human rights guaranteed in the Universal Declaration of Human Rights and other international human rights treaties signed and ratified by PRC. The report highlights violations of civil and political rights as well as economic, social, and cultural rights and provides a set of recommendations to the PRC to meet its obligations and duties under international law to respect, protect and fulfill the human rights of all Tibetans.
